Area Plan Context In July 2025, Antrim and Newtownabbey Council adopted their Local Development Plan Strategy 2030 which provides strategic and operational policies to guide development in the Borough over the plan period. For housing proposals, the Plan Strategy introduces policies around Affordable Housing provision and Housing Mix which the proposed development will consider. Under a transitional period, the former Departmental Area Plans shall be used for zonings and designations until the adoption of the Local Policies Plan. The version of BMAP adopted in September 2014 was subject to Legal Challenge and subsequently the adoption was quashed, with the Plan remitted back to the Department. As a result of the decision taken by the Court of Appeal on 18th May 2017, the Belfast Urban Area Plan (BUAP) 2001 defaulted to the adopted development plan for the area; however, as Draft Belfast Metropolitan Area Plan (dBMAP) 2015 is at an advanced stage given the publication of the PAC Inquiry, BMAP may be afforded some weight as it provides the most up to date position of the site designation. Following the Public Inquiry (which took place between April 2007 and May 2008) the site designation was revised and included as zoned housing lands. As set out within Figure 4 , the site now forms part of the lands zoned for housing, under Policy Zoning Ref: ‘MNY 04/32’. Zoning MNY 04/32 – Housing : Land at Hydepark Road, South west of Hydepark Manor 7.09 hectares of land are zoned for housing at Hydepark Road, south west of Hydepark Manor as identified on Map No. 2/001- Metropolitan Newtownabbey. Key Site Requirements:- • A Concept Statement to facilitate the comprehensive development of the site shall be submitted to and agreed with the Department; • Access shall be from Hydepark Road; and • The floodplain of the Ballymartin Water within the lands shall be

identified prior to commencement of development. No built development shall take place within the identified area.
