Policy Considerations

Planning Act (Northern Ireland) 2011 Section 45 (1) of the Planning Act (Northern Ireland) 2011 requires regard to be had to relevant policies and designations within the Development Plan, and to any other material considerations. Magherafelt Area Plan 2015 The Magherafelt Area Plan 2015 became operative on the 14th December 2011. As the Mid Ulster District Council Local Development has not yet been adopted, the Magherafelt Area Plan 2015 is the prevailing planning guidance, including for land-use Zonings, Designations and Proposals Maps.

Magherafelt Area Plan 2015 Extract (site outline in red) The subject land is located within the Local Landscape Policy Area – MT 34 and within the Countryside. Within Local Landscape Policy Areas, proposals will be assessed in accordance with Plan Policy CON 2 and prevailing Regional Plan Policy. LLPA North and East Magherafelt is designated on Map no 5. The Area Plan text states that those features or a combination of features that contribute to the environmental quality, integrity or character of these area includes; ‘significant groups of mature trees along the Tobermore Road and adjacent field boundaries, north of the hospital road junction, for a good entrance feature to the town’. As the subject site is located outside the settlement limits of Magherafelt, Planning Policy Statement 21: Sustainable Development in the Countryside and Planning Policy Statement 4: Planning and Economic Development will apply.

Proposed Development

The proposed development comprises the erection of a B2 Industrial Building to facilitate the expansion of an existing food production facility, with associated loading, storage, office and ancillary accommodation. The building will provide approximately 7,416sqm gross floor space and will accommodate loading and marshalling areas, storage facilities, plant rooms, office accommodation and staff welfare facilities. The proposed building will support the expansion of the existing food production facility. The products are stored under controlled conditions to develop their final characteristics prior to sale and distribution as part of the expansion of the existing food production facility. The building will also provide associated loading, storage, office and ancillary accommodation required to support the ongoing operation of the facility. The proposed building is of steel portal frame construction with a maximum height of approximately 15.6 metres, incorporating a lower eaves height of approximately 13.4 metres. External finishes will comprise Kingspan insulated roof and wall cladding panels in a combination of grey tones, with windows, doors and other external elements finished in RAL 9005 Jet Black. The development is intended to facilitate the continued operation and expansion of the business at this location, and will utilise the existing access arrangements onto Tobermore Road.

NOTES Do not scale from drawings. All discrepancies to be reported to the architect immediately. All dimensions to be verified by contractor on site prior to any works.

Community and Economic Benefits

The concept proposal we are seeking your feedback on involves the expansion of an existing food production facility, to provide a class B2 Industrial Building to facilitate the expansion of an existing food production facility, with associated loading, storage, office and ancillary accommodation. The scheme will deliver a number of significant short and long term benefits for the local Magherafelt community and economy as outlined below: - • The concept proposals represent significant investment to the Magherafelt community in the region of £12 million. • Once operational, the food production facility will provide in the region of 25-30 additional no. permanent jobs, with approximately 75 no. construction roles throughout the build period; We want to ensure that we are being a good neighbour and engage with people in relation to this proposed development. Through local information drops we have alerted local stakeholders about the consultation process, and we hope to continue that in the coming weeks through the Community Consultation team.
