Hello & Welcome Introduction Welcome to the Pre-Application Community Consultation (PACC) in respect of lands at no.4 Grange Lane and to the west of Millbridge, Hydepark Road, to the south of Hydepark Manor and c.40m east of Hydepark Mews, Mallusk, Newtownabbey. The proposal comprises the development of lands for the construction of high-quality housing development of c.130 - 150 dwellings to include garages, provision of open space and associated road works, which will connect to ‘Phase 2’ of the Mill Bridge housing development.

Purpose of Consultation and Next Steps The purpose of this website is to share our indicative proposals and seek feedback from all stakeholders as part of the formal Pre-Application Consultation process, prior to submission of a Full Planning Application to Antrim & Newtownabbey Borough Council. This website forms part of the Community Consultation and is in addition to the previously held public event that took place last year (15th October 2024) at the Academy Sports Centre. This website will be active until 5pm on Friday 21st November 2025 to allow for visitors to make comment on the proposals. We are committed to engaging with members of the wider Mallusk community and are now undertaking a period of Community Consultation on the proposal. The feedback received will be shared with the design team and will help to shape our proposals prior to submission of a planning application. We will prepare a Pre Application Community Consultation (PACC) Report which will provide a summary of all feedback, our response and how we have incorporated any appropriate feedback into the final proposals for the scheme. This report will be submitted as part of the Full Planning Application to Antrim & Newtownabbey Borough Council.

Strategic Context & Site Location The subject lands are located to the south of Mallusk, which forms part of the Metropolitan Area of Newtownabbey as defined within the Draft Belfast Metropolitan Area Plan (dBMAP) 2015. Newtownabbey has a population of approximately 67,599 (Census 2021 data). Mallusk is situated approximately 7.5 miles north west of Belfast City Centre and within easy access to the M2 Motorway, including a range of public transport links. It boasts good road connections to a number of other main settlements such as Antrim, Larne and Ballymena. The site is shown within a Strategic Context at Figure 1. The RDS 2035 identifies Newtownabbey as being part of the Belfast Gateway and located within a key transport corridor to the north of the city. The development proposal relates specifically to lands at no.4 and 8 Grange Lane and to the west of Millbridge, Hydepark Road, to the south of Hydepark Manor and c.40m east of Hydepark Mews, Mallusk. (see Figure 2 ). The subject site measures approximately 7.09Ha (c. 17.52acres) and comprises nos. 4 and 8 Grange Lane and vacant lands between the dwellings mentioned and Millbridge ‘Phase 2’ development. Construction is currently underway to the east of the site for Mill Bridge ‘Phase 2’ development for a total of 55 no. dwellings, which was approved in June 2022 (Planning Reference: LA03/2021/0548/F). The site itself is sustainably located within walking/cycling distance of a number of bus stops, employment opportunities, local facilities and amenities. A review has been undertaken within the Newtownabbey area, as shown within Figure 3 .

Area Plan Context In July 2025, Antrim and Newtownabbey Council adopted their Local Development Plan Strategy 2030 which provides strategic and operational policies to guide development in the Borough over the plan period. For housing proposals, the Plan Strategy introduces policies around Affordable Housing provision and Housing Mix which the proposed development will consider. Under a transitional period, the former Departmental Area Plans shall be used for zonings and designations until the adoption of the Local Policies Plan. The version of BMAP adopted in September 2014 was subject to Legal Challenge and subsequently the adoption was quashed, with the Plan remitted back to the Department. As a result of the decision taken by the Court of Appeal on 18th May 2017, the Belfast Urban Area Plan (BUAP) 2001 defaulted to the adopted development plan for the area; however, as Draft Belfast Metropolitan Area Plan (dBMAP) 2015 is at an advanced stage given the publication of the PAC Inquiry, BMAP may be afforded some weight as it provides the most up to date position of the site designation. Following the Public Inquiry (which took place between April 2007 and May 2008) the site designation was revised and included as zoned housing lands. As set out within Figure 4 , the site now forms part of the lands zoned for housing, under Policy Zoning Ref: ‘MNY 04/32’. Zoning MNY 04/32 – Housing : Land at Hydepark Road, South west of Hydepark Manor 7.09 hectares of land are zoned for housing at Hydepark Road, south west of Hydepark Manor as identified on Map No. 2/001- Metropolitan Newtownabbey. Key Site Requirements:- • A Concept Statement to facilitate the comprehensive development of the site shall be submitted to and agreed with the Department; • Access shall be from Hydepark Road; and • The floodplain of the Ballymartin Water within the lands shall be

identified prior to commencement of development. No built development shall take place within the identified area.

Site Planning History The proposals represent the third and final phase of the Mill Bridge Housing Development. The planning history for the initial phases are detailed below. Phase 1 In December 2017, permission was granted by Antrim & Newtownabbey Borough Council for the first phase of Mill Bridge residential development consisting of 45no. dwellings, under Planning Reference: LA03/2016/1089/F. Construction of these dwellings are completed, and multiple dwellings are now occupied. For context, a copy of the approved Phase 1 Site Layout is included at Figure 5. Phase 2 In June 2022, Mill Bridge ‘Phase 2’ was approved by Council for the development of 55no. dwellings under Planning Reference: LA03/2021/0548/F. This development is currently under construction, a copy of the approved Phase 2 Site Layout is included in Figure 6.

Site Proposals The development of Phase 3 Mill Bridge seeks to provide a range of dwelling sizes and types to foster a strong and balanced community. The site will be accessed via Hydepark Road, through the first and second phase of Mill Bridge. For the purposes of this consultation an indicative Site Layout Plan has been prepared and is illustrated at Figure 7.

Concept

Housing Mix The proposed dwellings are designed to be in keeping with the surrounding site context and will continue the high-quality style and finish as delivered through Phase 1 and 2. The dwellings will range from between large family homes (4 and 5 bed detached and semi-detached) through to homes suitable for smaller families and first-time buyers accommodation (2 & 3 bed detached, semi detached, townhouse and apartments), as set out in the Tables below. Note, the total number of dwellings illustrated below is indicative at this stage and is expected to change as the detailed design progresses.

Open Space Provision

In addition, the development proposals incorporate landscaped areas of communal open space which equate to a total of 13.72% of the overall site area, as shown within the Open Space Calculations (Figure 8). An equipped Children’s Play Area shall also form part of the proposed development with the location to be determined.

Traffic & Transport The planning application will be accompanied by a Transport Statement which will consider the impact of the proposed development upon the surrounding infrastructure for walking, cycling, public transport and private car usage. Improvements to the local road infrastructure includes the proposed signalisation of the Mallusk Road / Hydepark Road junction (as per Figure 9 ).

The Transport Statement will factor in the enhancements to Public Transport. Existing bus stops are between 640m and 800m from Mill Bridge (8 – 10-minute walk) and an opportunity exists, in consultation with Translink, to provide a bus turning circle at the entrance to Mill Bridge (see Figure 10 ). The Transport Statement will also consider the opportunity for enhancements to the existing active travel routes within the area.

Providing signalisation of existing Mallusk Road / Hydepark Road priority-controlled junction. This will allow controlled traffic movements at the junction, providing dedicated green time for vehicles exiting Hydepark Road and providing a safer junction. This proposal also includes the provision of controlled pedestrian crossings, enhancing safety for pedestrians.

Traffic & Transport Figure 11 provides an overview of the site location along with the existing bus routes, and the location of the junction intended to be upgraded as part of the proposed development. The proposed bus turning circle will be at the entrance to Mill Bridge greatly improving accessibility to public transport for existing and future residents.

Bridge, providing c.130 no. – 150no. high quality homes in a variety of types suitable for a range of family sizes. The housing mix will also promote a range of affordable homes suitable for first time buyers including eligibility for co-ownership. • The proposal incorporates substantial areas of landscaped communal open space, making it an attractive place to live. Provision shall also be made for an equipped children’s play area. • The proposal also makes provision for road upgrades in the locality including the proposed signalisation of the Hydepark Road and Mallusk Road junction; and a bus turning circle allows for public transport improvements to serve the local community. • It represents a significant investment of c.£20 million into the local economy by Hyde Park Road Developments Ltd. • The proposal will support c.60no. direct and indirect construction jobs and local apprenticeships over a 5-year build period with the economic impact set to positively benefit suppliers and subcontractors in the area.
