Purpose of this Website and Consultation Introduction Thank you for visiting our pre-application community consultation website for Phase 4 of the Rivenwood Development at Movilla Road, Newtownards. On this website you are able view the background information as well as the initial designs for the following proposals: Proposal: Erection of c.325 residential units (mix of house types) and provision of Neighbourhood Centre which may include PFS, convenience store, retail shops/ services, creche, community/healthcare, and apartments. Proposal includes new areas of open space, landscaping and additional section of distributor road (Phase 4 lands of the Concept Masterplan approved under Ref: LA06/2021/0061/F). The feedback received will be shared with the design team and will help to shape our proposals prior to the submission of a planning application. We will prepare a Pre-Application Community Consultation Report which will provide a summary of all feedback, our response and how we have incorporated any appropriate feedback into the final proposals for the scheme. Site Context & Location The site represents “Phase 4” of the Rivenwood Development associated with the NS 20 Housing Zoning designated within the Ards and Down Area Plan (ADAP) 2015. The zoning is located to the eastern periphery of the defined settlement development limit of Newtownards and the subject site measures 16.1ha.

Phases 1 and 2 of the Rivenwood Development have been completed, with Phase 3 currently under construction, to the south east of the Phase 4 lands. Phase 4’s boundaries will be shared with existing dwellings at No. 8 Cronstown Lane to the north, and residential developments to the south.
Access to the site will be taken from the distributor road intersecting the Phase 1 to 3 lands, connecting to the B172 Movilla Road to the south.
Area Plan Context Area Plan Extract
The proposal site forms part the larger NS 20 Housing Zoning designated within the Ards and Down Area Plan (ADAP) 2015. An extract of the site relative to this designation can be found below.
The NS 20 Zoning within the ADAP (2015) includes for a number of Key Site Requirements. These include the following: - • 9.9m Distributor link road with verges and cycle lane one site, and right hand turning lanes to accesses, houses are also to face the main road; • Provision of a Local Neighbourhood Centre on an approx. 1.5ha site to include for local retail outlets and community facilities; • 2ha site to be set aside for a future school; • Formal open spaces with play areas; • NS 43 zoned land above 60m contour with 8-10m buffer to countryside edges; • Pedestrian and Cycle path linking to existing lane at Cronston; and • Planting to boundaries with existing houses. The application site represents 16.1ha (28%) of the total 57.97ha site contained within the NS 20 Zoning.
Site History & Concept (i) Rivenwood Phase One (X/2014/0370/F) – Approved 15th February 2016 Phase one of 100 houses, with part of an Eastern Distributor Road and a separate access from the Movilla Road between Milford Manor and 118 Movilla Road Newtownards and a 2 hectare site set aside for future school, temporarily landscaped as open space (Amended proposal description and plans received) Phase One was also subject to two further Full Planning Applications (Change of House Type proposals) under Planning Refs: LA06/2017/0340/F and LA06/2017/0398/F which reduced the overall dwelling numbers to 94. (ii) Rivenwood Phase Two (LA06/2017/0533/F) – Approved 16th April 2019 185 (amended number) mixed townhouses, semi-detached and detached houses, with garages, housing roads and extension to Rivenwood Boulevard, with associated open spaces including an equipped play park, and including 12 apartments in a three-storey building (Receipt of amended Comprehensive Master Plan and additional information) The completed Phase 2 development comprises 180 no. dwellings. The Phase Two permission also included a Concept Masterplan (CMP) which detailed how the comprehensive development of the NS 20 zoning was to be undertaken as well as a Section 76 legal agreement to secure the following: - • The provision of the entirety of the distributor road within the NS 20 zoning; • The land required for future education purposes; • Provision of neighbourhood facilities; and • The proposed open space in accordance with the objectives of the Development Plan. (iii) Rivenwood Phase Three (LA06/2021/0061/F) – Approved 3rd November 2023 Proposed residential development comprising the erection of 188 No. dwellings, open space (including NS 43) landscaping, children’s play area, next phase of the distributor road, internal road network, SuDs ponds and all associated site and access works and proposed amendment of the section 76 planning agreement (additional information and amended Concept Masterplan and Phasing Plan) The permission for Phase 3 included a SuDS pond which lies within the Phase 4 boundary (southern site). The Phase 3 permission amended the approved Concept Masterplan (as shown on the next Board) and Section 76 legal agreement to ensure the continued delivery of the overall development. (iv) Lands at Donaghadee Road (LA06/2024/1095/F) – Consultations Open
Residential development of 62No. dwellings and 4No. apartments (on zoned lands NS20 as set out in Ards and Down Plan 2015) with access off new roundabout on Donaghadee Road, connecting housing NS20 with housing zoning NS21 to the north, provision of new section of distributor road through NS20. (amended plans and additional information). The above application forms part of the NS20 development, at the opposite end to the Rivenwood scheme, fronting Donaghadee Road.
Approved Concept Masterplan
Proposals Site Proposals The proposals for Phase 4 comprise a mixed use development as follows:
“Erection of c.325 residential units (mix of house types) and provision of Neighbourhood Centre to include PFS, convenience store, retail shops/services, creche, community/healthcare, and apartments. Proposal includes new areas of open space, landscaping and additional section of distributor road (Phase 4 lands of the Concept Masterplan approved under Ref: LA06/2021/0061/F).” Residential Development The proposed residential development represents the continuation of the high quality housing already delivered within Rivenwood.
The initial Site Layout Plans for residential development (see separate boards) include the following elements: • c.325 no. dwellings (c.50% Semi-Detached; c.28% Detached; c.20% Terraced; and c.2% Quad) • An 8-10metre landscaped buffer to the northern boundary adjacent to the Countryside • Open Spaces • 2 no. SuDS Ponds (1 no. as per previous approval) • Next Phase of Distributor Road Neighbourhood Centre
In the coming years, Rivenwood will become more than a place to live. It will become a place to gather. At the heart of the development, plans are underway for a thoughtfully designed commercial space. As the community grows, so too will the amenities, with the potential for convenience shops, local services and family-friendly spaces that enhance everyday living. It’s a vision designed not just for now, but for the future, where everything feels close, considered and part of home. The Neighbourhood Centre is located within the centre of this Phase of development and is delivered in accordance with the Key Site Requirements of NS 20 and the approved Concept Masterplan. The initial Site Layout Plan for the neighbourhood centre (see separate board) could include the following elements: • Convenience Retail Store • Retail Shops/Services • Petrol Filling Station (PFS) • Creche • Community/Healthcare • Apartments above Retail Shops/Services The proposed PFS is located fronting the Distributor Road, providing ease of access for passing vehicles. The remainder of the shops and services are located within the southern and eastern portions of the Neighbourhood Centre, adjacent to proposed dwellings. The Neighbourhood Centre generally utilises a new access point from the Distributor Road, shared with the residential development on the southern portion of lands. From the internal road network, there are several access points to the Neighbourhood Centre, including two dedicated entrance points and two dedicated exit points serving the PFS. The Neighbourhood Centre includes several shared pockets of parking including dedicated parking spaces for proposed apartments. There is extensive landscaping proposed within and surrounding the Neighbourhood Centre which will soften the development within the wider scheme.
Initial Site Layout Plan
House Types The design rationale behind the House Types proposed within Phase 4 continue to deliver low carbon A-rated homes (EPC) with inset solar panels and 5kW solar batteries as standard. Houses will include timber frame construction with superior thermal properties, retaining heat through increased air tightness and larger glazed openings, thereby benefitting from solar gain.
Benefitting the Community The development of the proposal at Phase 4 of Rivenwood will provide the area with the Rivenwood Neighbourhood Centre as well as new, high quality family homes. In addition, the development will provide significant short and long-term benefits to the local community as outlined below: • The proposal represents a significant c.£60m investment by Fraser Partners in the Newtownards area; • The proposals will continue to support over 100no. construction jobs on-site; • Provision of the next Phase of the Distributor Road • The development of c.325 no. dwellings would represent increased rates payments to • Ards and North Down Borough Council; and • The proposals will provide new quality residential homes in a variety of types and sizes to accommodate a range of residents. • The proposals will deliver the NS20 Neighbourhood Centre, accessible to existing Rivenwood developments as wider residential areas
