We are currently carrying out a Pre-Application Community Consultation in respect of our proposal for a mixed use development, including drive thru restaurants, car hire facility, car showroom, recreation areas, community hub, changing pavilion, community and cultural uses, car parking, landscaping, access works and all associated site works. Purpose of Consultation and Next Steps The purpose of this consultation is to share our indicative proposals with the community and other interested parties, prior to the submission of a Full Planning Application to Mid and East Antrim Borough Council. We are committed to engaging with members of the wider community and are now undertaking a period of pre-application community consultation (PACC) on our proposals. The feedback received will be shared with the design team and will help to shape our proposals prior to the submission of a planning application. We will prepare a Pre-Application Community Consultation Report which will provide a summary of all feedback, our response and how we have incorporated any appropriate feedback into the final proposals for the scheme. This report will be submitted as part of the Full Planning Application to Mid and East Antrim Borough Council.
Site Context & Location
The subject site measures c7.5 hectares and is situated at Lands immediately to the north west of Ballee Roundabout, and 70m south and east of 121-125 Antrim Road, 60m east of Nos 17 & 19, Ballee Road West and 60m east of Nos 1, 2 and 4 Clarehill, Ballymena The site is an area of vacant land, and previously formed part of Ballee Playing Fields. The site is strategically placed on arrival to Ballymena from the south, to the north west of Ballee Roundabout. See Image as below. The subject lands are currently accessed via the Ballee Road West and adjoin Ballymena Ambulance Station. The site is within a mixed use area, comprising leisure, residential, education and commercial uses.
Area Plan & Policy Context
Ballymena Area Plan 1986 – 2001 Until the Council has adopted its Local Plans Policies all applications will continue to be considered under the lands designations provided by BAP (2001). The site is located within the settlement limit of Ballymena on unzoned Whiteland as depicted on Proposal map No 2 as depicted below.

Wider Impact • Investment will be circa £20m including the football element and the community/ health hub. • Job creation circa 100-125 for the drive thrus, car hire, football and health hub. • This provides for substantial community and economic benefits, incorporating leisure and commercial developments in a key location at the entrance to Ballymena.
