Welcome to our online information portal. Welcome to our online information portal for the proposed development of the Tamnamore Energy Storage Project - a new battery energy storage facility at Drumkee Road, Tamnamore being brought forward on behalf of Heron Storage. We are providing information about the proposals before any planning application is submitted to the planning authority. We would encourage everyone to read the project information and share any feedback you have with us. To be considered during the design process, feedback must be received by Belmont Strategy no later than 5pmon Friday 29th April 2022. Please note that comments provided by the public during this consultation process are made directly to Belmont Strategy and not the planning authority. When a planning application is submitted, the public will have an opportunity to make submissions to the planning authority. Heron Storage – a responsible renewable energy developer Heron Storage is part of the Heron Bros Group, a family-owned business established in Northern Ireland in 1956. Heron Bros Group has a long and successful history as a responsible developer and good neighbour. That approach is continuing through Heron Storage as they deliver the green energy projects needed to help Northern Ireland’s fight against climate change.

What is energy storage and why is it needed?

Fighting climate changemeans gettingmore of our energy from renewables Energy storage is essential if we are going to meet Northern Ireland’s renewable energy targets and reduce our carbon emissions. A key part of our fight against climate change is removing our reliance on fossil fuels. Therefore, the Northern Ireland Executive has set an ambitious target that by 2030 at least 70% of our energy must come from renewables. To do this, we need to more than double the number of wind and solar farms currently in operation, meaning we also need to invest in solutions like battery storage to modernise our electricity grid and allow it to handle more renewables. Energy storage allows us to store renewable energy when demand is low and use it when it is needed/ demand is high. It also helps strengthen the electricity grid by helping to manage the flow of energy, which is often unpredictable when generating power fromwind and solar.

Where is the proposed site?

Detailed site-selection process After extensive research and a detailed site-selection process, Heron Storage is proposing to develop a state-of-the-art battery energy storage project at lands immediately east of Tamnamore Substation and c.260m south-west of No.167 Ballynakilly Road, Tamnamore. The proposed location is approximately 0.92 hectares in size (2.27 acres). It is adjacent to NIE Networks’ Drumkee Road substation (to which it will connect via an underground cable) and an existing battery energy facility which was developed in recent years. Locating the Tamnamore Energy Storage project close to the existing substation minimises the need for new infrastructure required to connect the facility to the electricity grid. It also maximises the benefits of the storage facility as electricity only needs to travel a short distance between the substation and battery, meaning it is more efficient. Detailed planning policy assessment Several relevant planning strategies and policies have been considered when preparing the proposal, including the Regional Development Strategy (RDS) 2035 which provides a strategic planning framework for future development within NI until 2035. This includes guidance policies which focus on Climate Change and the delivery of a sustainable and secure energy supply across NI. Further guidance includes the Strategic Planning Policy Statement (SPPS) 2015, which seeks to facilitate the siting of renewable energy generating facilities in appropriate locations within the built and natural environment, in order to achieve NI’s renewable energy targets. Within the ‘Dungannon and South Tyrone Area Plan 2010’, adopted in March 2005, the site is located outside of any settlement development limit. However, as renewable energy utilities contribute to the aims of sustainable development, they are often considered acceptable in principle within the countryside. The planning application will include detailed environmental assessments and the project will be subject to all relevant health and safety assessments.

What is being proposed?

Sustainable development supporting the energy transition The proposed site will be accessed from the Drumkee Road and will include the following:

• 100 MWbattery energy storage system and associated 33kV transformers • switch and control room • onsite lighting • CCTV • 2.4-metre-high palisade fencing • Landscaping and planting Site design and health and safety

The proposed site layout has been designed by an experienced design team to maximise the performance and operational safety of the storage facility. The technology partner chosen by Heron Storage is recognised as world leading and is approved by the Healthy and Safety Executive Northern Ireland. The system design and site layout negate potential safety or environmental issues and the planning application will include all relevant environmental and safety assessments for consideration by the planning authority. When the project is in place, operation and maintenance checks will be undertaken on a regular basis.

Economic and environmental benefits The main purpose of the Tamnamore Energy Storage proposal is to help Northern Ireland meet its climate change goals. By investing in modern, sustainable infrastructure Heron Storage is enabling the delivery of government-led targets to source at least 70% of our electricity from renewables by 2030. That will allow us to reduce our reliance on harmful fossil fuels like oil and gas. If approved, the Tamnamore Energy Storage project will involve a substantial private investment. The proposed development is located on an existing field area bound by established trees, hedgerows and wooded ar as. There are no significant views from Ballynakilly Road or Drumkee Road or publicly accessible areas in the rural landscape to the north or west. The layout of the proposed development has been designed in such a manner to ensure there would be no effects to hedgerows or trees and set in an area designed to be visually discreet in this landscape. The photomontages confirm and demonstrate that the proposal is well obscured and naturally screened that the effects can be rated as negligible. To conclude, this proposal will be of a very minor nature and will have no unacceptable effects on the landscape character or visual amenity of the Drumkee area. What are the next steps for the project?

The planning process It is intended that a full planning application for the project will be submitted to Mid Ulster District Council in early May 2022. The Council will then process and decide the outcome of the application. It is hoped this process will be completed by the end of 2022.

When planning permission is in place, the project will be constructed and become operational within approximately 12 months.
