Welcome to our virtual Pre-Application Community Consultation (PACC) in respect of a new Storage and Distribution Warehouse on lands east of Chancellors Road, north and west of No. 20 Carnagat Lane and to the north and rear of Nos. 44; 46 and 46a Chancellors Road, Newry. This website forms part of the Community Consultation and provides details of our proposals as well as information on how to provide your feedback or get in touch with the design team. The proposals are brought forward by S&WWholesale and represents the erection of a new c.16,650sqm Storage and DistributionWarehouse including first floor Office accommodation. Development also comprises service yard, car parking, wash bay and recycling area, security cabin, landscaping, site access include right hand turn lane at Chancellors Road and all other associated works Consultation during COVID-19 In light of ongoing social distancing measures, temporary Pre-Application Community Consultation (PACC) Regulations were introduced by the Department for Infrastructure. The statutory requirement of the normal public consultation and drop-in event was removed in the interest of public safety. To replace this, and ensure all stakeholders remain appropriately informed, the temporary legislation instead encouraged and provided guidance for alternative consultation measures. We are using a number of digital and remote tools to help you provide feedback on our proposals. Purpose of Consultation and Next Steps The purpose of this webpage is to share our indicative proposals and collect feedback from the community and other interested parties, to inform any future submission of a Full Planning Application to Newry, Mourne and Down District Council. We are committed to engaging with members of the wider community and are now undertaking a period of PACC on our proposals. The feedback received will be shared with the wider design team and will help to shape our proposals prior to the submission of a planning application. We will prepare a PACC Report which will provide a summary of all feedback, our response, and howwe have incorporated any appropriate feedback into the final proposals for the scheme. This report will be submitted as part of the Full Planning Application to Newry, Mourne and Down District Council.

Strategic Context and Site Location The subject site is located on lands within the settlement development limit of Newry City. The city of Newry occupies a strategic location on the Eastern Corridor of Northern Ireland, located approx. 40 miles (60km) to the south of Belfast, and 65 miles (100 km) north of Dublin. Newry is identified as a Regional Gateway and Main Hub, along with the potential to cluster with the Port of Warrenpoint. It boasts strong cross border road (A1 Dual Carriageway) and rail links between Northern Ireland and the Republic of Ireland. The city is located c.16 miles (25km) north of Dundalk which, through the Newry/Dundalk Twin City Region Framework for Co-operation, has strengthened the strategic function of the cross-border settlements as key employment locations. In addition, the area has good road connections to other main settlements within Northern Ireland, such as Craigavon, Armagh and Banbridge. Chancellors Road is strategically well placed immediately to the west of the A1 north-south corridor, as illustrated within the Strategic Context image. This is a highly accessible location, with direct access to the A1 dual-carriageway achievable c.1.4 miles to the north via the Camlough Road and c.0.7 miles to the south via the recently upgraded junction at Doran’s Hill. Strategic & Local Context.

Within the local context, the lands comprise several fields to the east of Chancellors Road and west of the NI Railway line that runs parallel to the A1 Dual Carriageway. Chancellors Link to the south bridges the A1 Carriageway providing connection to the city centre. There is a cluster of residential properties known as Bleary Bungalows immediately to the southwest of the subject site. Chancellors Road at this location is rural in nature (Chancellors Road forms the settlement limit to Newry) with no footpath links and the speed limit changes from 30mph at Bleary Bungalows to the national speed limit of 60mph at the site frontage. There are several established industrial operations nearby along Chancellors Road.

Area Plan Context The Banbridge, Newry and Mourne Area Plan (BNMAP) 2015 represents the adopted LDP for the site. The settlement hierarchy for the plan area identifies Newry as a City/Main Town within the District. As the main service centre within the area, the Council intend to maximise the City’s strategic location on the Belfast-Dublin transport corridor and other existing facilities within the city. Pg. 31 from Volume 1 of the BNMAP 2015 notes that Class B4 will normally be acceptable on land zoned for economic development. In total there is 170.66Ha of land zoned for economic development throughout Newry & Mourne District area; 124.05Ha is zoned within Newry City. The subject site is located within the Development Limit of Newry City and is part of Economic Development zoning Ref: ‘NY 69’ which measures 19.46Ha in total. There are no other zonings/designations associated with the site, however, a number of Key Site Requirements (KSRs) are associated with Ref: NY 69: - • The Chancellors Road will be realigned and widened to agreed standards along the frontage of the site and from the site extremity to the proposed new link from Chancellors Road to the A1 Upgrade (The developer is advised to consult with Roads Service at an early stage in formulating any proposals); • Hedges on the site boundaries shall be retained and augmented with the planting of a 5-8mwide belt of trees of native species to assist integration of development on the site; and

• Layout of buildings to ensure that views of open storage areas are minimised to Chancellors Road and the A1.

The company dates back to 1916, as Newry Cash and Carry which was subsequently merged with J&E Whitten in 2000, to become Savage andWhitten. Today, the company is a top 100 NI business and one of the largest independent wholesalers on the island of Ireland, servicing over 2,000 customers. The growth of their business is down to the ability to service both independent and symbol retailers, as well as the growth of the symbol brands it owns and operates. Looking to the future, S&Whas invested significantly in its technology with a full stock management system, voice picking technology and in its retailer EPOS and Rescan Till Systems. Another key element of future growth will be continued investment in its symbol brands, providing the support and the independence that many retailers desire from a retail partner. Importantly, the business is committed to driving its footprint in the local community, with plans to build on its existing 200+ strong workforce and to work with local organisations in making a positive difference in the community. The proposals will consolidate the company’s operations at other locations within Newry to provide a purpose built facility for S&WWholesale, seeking to provide employees with a better working environment, as well as providing a more efficient way of working across the entire business.

Site Proposals The emerging concept plan brings forward firm proposals for a new c.16,650sqm Storage and DistributionWarehouse with associated first floor office accommodation for operations by S&WWholesale. The development also includes for a lorry wash bay/recycling area and security cabin. The site access is taken from Chancellors Road and includes for a new Right Hand Turn Lane. The access leads to a car parking area comprising c. 167 spaces and a service yard with space for 47 HGV vehicles. Existing landscaping to all site boundaries is retained and will be augmented where necessary to create a 5 to 8metre landscaped buffer, with an earth bund provided along the eastern boundary.

In summary, the proposal comprises the following elements:

• c.16,650sqmWarehouse including ancillary office accommodation; • Service Yard • HGV Parking for 47 Vehicles • 12 Dock Levellers • Lorry Wash Bay and Recycling Area • 167 space car park • Access from Chancellors Road • Right Hand Turn Lane • Security Cabin to Main Yard • 5 to 8 metre landscaped buffer to all boundaries • Earth Mound to south eastern boundary

The site will also become more eco-friendly focused with the introduction of solar panels, electric car charging points and methods of reducing waste -reducing S&W’s carbon footprint for the future.

Site Proposals – Site Layout Plan

Benefitting the Community S&WWholesale is committed to driving its footprint in the local community, building on the existing workforce and working alongside local business and organizations in making a real positive change in the local area and beyond. The development proposals will deliver a number of community and economic benefits as outlined below: • Providing employees with a better working environment, as well as providing a more efficient way of working across the entire business; • Contribution to the local economy from a private sector local business totalling £15million, bringing forward zoned industrial lands for economic development; and • The construction period of the project will boost local jobs and suppliers in the community, with c.120-150 no. construction jobs and long-term support of other businesses and suppliers.
