TSA Planning - The Meridian Hotel - Pre-Application Community Consultation (PACC)
Hello & Welcome
Welcome to our Pre-Application Community Consultation (PACC) relating to our proposals for the Proposed part change of use of existing offices, to facilitate redevelopment for a c.180 bed hotel with reception, bar & lounge, restaurant and offices, car parking, and all associated works on Lands at Clarence Court (10-18 Adelaide Street), to include part of building fronting Alfred Street, and Franklin Street, Belfast BT2 8GB. Purpose of Consultation and Next Steps The purpose of this consultation is to share our indicative proposals with the community and other interested parties, prior to the submission of a Full Planning Application to Belfast City Council. We are committed to engaging with members of the wider community and are now undertaking a period of pre-application community consultation (PACC) on our proposals. The feedback received will be shared with the design team and will help to shape our proposals prior to the submission of a planning application. We will prepare a Pre-Application Community Consultation Report which will provide a summary of all feedback, our response and how we have incorporated any appropriate feedback into the final proposals for the scheme. This report will be submitted as part of the Full Planning Application to Belfast City Council. How To Provide Feedback and Find Out More Consultation Event An in-person consultation event is taking place at Clarence Court, Adelaide St, Belfast BT2 8GE on Tuesday 21st April from 3pm to 7pm. Information on the proposals, as also included on the website below, are on display today and members of the design team are in attendance to answer any queries. Comment cards are available to provide any feedback. Website A dedicate website (www.themeridianconsultation.com) is also available from today for interested parties to view the consultation documentation and site proposals, as well as the pre-application consultation steps being taken. This will be kept up to date consistently and contains an online version of the display boards that are available for viewing today, as well as a facility to provide feedback via the online platform and contact information of the technical team. Leaflets Information leaflets have been delivered to all business and properties within the adjacent buildings to the subject site. This leaflet included information on the development, details of the in-person at Clarence Court, information on the website, and details of the point of contact within the Technical Team to ask questions, or to provide feedback on the proposal. Strategic Site Context & Location
Sites Strategic Location
The subject site comprises part of the existing Clarence Court Building, 10-18 Adelaide Street. The site includes that part of building which fronts onto Alfred Street, and Franklin Street, Belfast. The property is located in Belfast City Centre and within the Linen Quarter, which is recognised for its diverse range of hospitality venues, entertainment destinations, hotels and office complexes. The headquarters of many of Belfast’s major employers are located within close proximity to the property, including Bank of Ireland, Ulster Bank, Deloitte, Ernst & Young, PWC and HMRC. Given its city centre location, the local amenity provision surrounding the property is excellent, with the majority of Belfast’s main public transport hubs, retail, leisure and entertainment destinations all easily accessible.
The main retail area of Belfast is located a c.5-minute walk to the north of the property and includes the Victoria Square Shopping Centre, which itself comprises some c. 70+ shops, several restaurants, and an 8-screen Odeon cinema. In addition to this, Castle Court Shopping Centre, Royal Avenue and Donegall Place are all located a short walk north of the site. The subject site is well connected to Belfast’s new Grand Central Station as it is located a c.10-minute walk to the west of the property, which provides an integrated transport hub within the heart of the city with much improved rail and bus services across Northern Ireland and south to Dublin.

The site forms part of a large city centre office complex built in the early 1990s. The area shown within the red line comprises part of the main office building, which is arranged over ground and seven upper floors and has historically been used as a single government office. The building is currently accessed from Adelaide Street and provides a mix of open plan and cellular office accommodation arranged around a central atrium. Upper floors benefit from good natural light and views across the city, and the overall scale and appearance of the building reflect the established urban character of the surrounding area. The wider land shown in blue includes part of the office building and an adjoining multi storey car park, all of which sit on a standalone city centre block bounded by Franklin Street, Adelaide Street, Alfred Street and Clarence Street. The car park provides on site parking and access/exit is from Alfred Street. The surrounding area is urban in character, with a mix of office, commercial and civic buildings. For the purposes of this pre application community consultation, the proposals relate to the part of the site shown within the red line, with the wider land shown in blue for context.
Planning Policy Context Belfast Plan Strategy
Belfast City Council’s ‘Local Development Plan – Plan Strategy’ was formally adopted on 2nd May 2023. The Plan Strategy sets out the strategic objectives and policies for delivery of sustainable development over the plan period and replaces the operational policies currently provided by the Departmental Planning Policy Statements (PPS’s). However, the next stage of the LDP process is the Local Policies Plan, which will include local policy designations and site-specific proposals in relation to the development and use of land in Belfast. Until such a time that the Local Policies Plan is adopted, the Council must have regard to the land-use Zonings, Designations and Proposals Maps included within the Belfast Urban Area Plan 2001, and Draft BMAP 2015. The site is within the defined City Centre boundary of Belfast. The subject lands are also within the Commercial District of Belfast City Centre (CC 007) and in the Linen Conservation Area.
