This website forms part of the Community Consultation in respect of lands at the Former Ards Building Site, 50Main Street, and lands to the rear of Nos. 38-48 & 52-68a Main Street, Carrowdore. In light of the current situation under COVID-19 restrictions and social distancing measures, temporary pre-application community consultation regulations were introduced. These removed the requirement for a public event but encouraged and provided guidance for alternative consultation measures. We are using a number of online, digital, and remote tools to help you provide feedback on our proposals. Purpose of Consultation and Next Steps The purpose of this webpage is to share our indicative proposals with the community and other interested parties, prior to the submission of a Full Planning Application to Ards &North Down Borough Council. We are committed to engaging with members of the wider community and are now undertaking a period of pre-application community consultation (PACC) on our proposals. This consultation does not relate to a planning application. Comments should not be made to Ards &North Down Borough Council at this time. Any comments made to the prospective applicant are not representations to the planning authority. The feedback received as part of this consultation will be shared with the design team and will help to shape our proposals prior to the submission of a planning application. We will prepare a Pre-Application Community Consultation Report which will provide a summary of all feedback, our response and how we have incorporated any appropriate feedback into the final proposals for the scheme. This report will be submitted as part of the Full Planning Application to Ards &North Down Borough Council.

Strategic Context and Site Location

The subject lands are located within the settlement of Carrowdore, on lands to the rear of Main Street. These were previously home to the Ards Building Products Site. Accessed via Main Street, the adjacent context comprises a mixture of residential formats (single storey / two storey), along with various other land-uses of a commercial and recreational nature (Eurospar Petrol Filling Station and Carrowdore Community Centre). The site is bounded to the northeast by residential development under construction at McBriar Meadow, with access to the lands via Main Street to the south currently presenting as a current gap site between Eurospar Filling Station and No. 26Main Street. The northwest boundary is defined by a strong vegetated hedgerow with agricultural lands beyond. This is similar to the southwest boundary, again defined by a mixture of woodlands and hedgerows. The site itself extends to 3.27Ha (c. 8Ac) and is broadly irregular in shape, comprising large areas of hardstanding. Residential development has previously commenced to the front portion of the site onMain Street, with the remaining lands undeveloped following closure and demolition of the former commercial premises.

Area Plan Context Within the Ards &Down Area Plan 2015, the subject site is entirely within the Settlement Development Limit of Carrowdore and has been left as white land.

Planning History The principle of residential development has previously been established on these lands, following approval of 98no. dwellings (Ref: X/2009/0470/F). This permission was enacted through the discharging of conditions and development works including the provision of access arrangements and the foundations of Plot Nos. 1-3 being constructed. These works have been certified as being lawfully enacted by the Council (Ref: LA06/2018/0050/LDE).

Amendments to this original permission have more recently been approved by the Council (Ref: LA06/2019/1012/F), including for layout alterations to the front nine dwellings onMain Street.

Site Proposals We are currently carrying out a Pre-Application Community Consultation in respect of our proposals on lands at the Former Ards Building Site, 50Main Street, and lands to the rear of Nos. 38-48 & 52-68a Main Street, Carrowdore. The proposal comprises a residential development of c. 90no. dwellings, including detached and semi-detached family home. The key design principles which have informed the proposed layout are as follows: - • Provision of a range of high-quality 3/4-bed family homes in a well landscaped setting; • Ensure a range of dwelling sizes and types (detached and semi-detached) to promote choice for future residents; • Provide dual frontage dwellings at key locations to ensure a high-quality streetscape and frontage; • Respecting amenity of adjacent residents at McBriar Meadow and Main Street, through adequate separation distances and layout provisions; • Provision of at least two parking spaces for all dwellings; • Design of a spacious layout which allows for various areas of public open space within the development, totalling more than 10% of the overall site area; • Connectivity to Main Street through inclusion of a landscaped pedestrian link; and • Retention of existing vegetated boundaries where practical and further supplementing of these at edge-of-settlement locations.
